Sift together the flour, baking powder, baking soda, nutmeg, and cinnamon. Set aside.
In a separate bowl, cream together the butter and honey. Beat in the egg, cooked or canned pumpkin, and vanilla.
Drop dough by rounded teaspoonfuls, two inches apart, onto greased cookie sheets. Bake for 15 minutes.
After you take the cookies out of the oven, press raisin eyes, a nose, and a smile on each warm cookie.
