This educational memo explains the federal policy and regulatory landscape of carbon dioxide (CO₂) pipelines. It is intended to inform readers about the complex world of how pipelines are regulated in the U.S., the state of the likely increase in development of CO₂ pipelines, and regulatory and policy gaps that should be addressed to ensure pipeline buildout is done as safely and responsibly as possible. We created this resource in response to requests from affiliates and other state/community partners who are grappling with industrial projects and CO₂ pipeline buildout in their communities.
